THE PLAIN DEALER FRIDAY, JANUARY 5, 1996 Memo says first lady had role in firings FROM WIRE REPORTS WASHINGTON A memorandum by a former presidential aide depicts Hillary Rodham Clinton as the central figure the 1993 travel office dismissals, a politically damaging episode that the aide said had resulted from a climate of fear in which ficials did not dare question Mrs. Clinton's wishes. GOP congressional officials said yesterday there had been cover-up of the first lady's role. The newly released draft memorandum, written by David Watkins, the former top administrative aide at the White House, also in sharply contradicts the White House's official account of Mrs. Clinton as merely an interested observer in the events that led to of- the dismissal of the White House travel staff and their replacement with Clinton associates from Arkansas.

"There was a cover-up here," Rep. William Clinger, the Pennsylvania Republican who is chairman of the House Government Reform and Oversight Committee, said at a news conference.

In the memorandum, apparently intended for Thomas F. "Mack" McLarty, who was the White House chief of staff, Watkins wrote that "we both know that there would be hell to pay" if "we failed to take swift and decisive action in conformity with the first lady's wishes." Watkins, a close Clinton associate from Arkansas, wrote the memorandum in an effort to reGI's heirs indicted By WILLIAM H. HONAN NEW YORK TIMES The brother and sister of the U.S. Army lieutenant who stole the world-famous Quedlinburg treasures from their hiding place in a German cave in 1945 were indicted yesterday in Texas on federal charges of illegally, selling two of the treasures, which they had inherited. The indictment spond to criticism of his role in the dismissal of all seven employees of the travel office in May '1993.

He was dismissed himself in 1994 after using a government helicopter for a golf outing, and White House officials yesterday said that his description of Mrs. Clinton's role was inaccurate. In the memorandum, Watkins gives a detailed account of pressure for action coming directly from Mrs. Clinton and indirectly through two close Clinton friends Harry Thomason, a Hollywood producer and part-owner of an air-charter consulting firm, and Vincent Foster, the deputy White counsel, who committed suicide in July 1993. "Once this made it onto the first lady's agenda," Watkins wrote, for selling comes nearly three years after the German government paid the heirs $2.75 million for the entire collection.

The case is a rare instance of the federal government bringing criminal charges against service personnel, or their heirs, believed to have stolen artworks in enemy countries in wartime. He wrote that he called Mrs.

Clinton at Foster's urging and that she conveyed "her desire for swift and clear action to resolve the situation." A White House report on the affair, issued in July 1993, said Mrs. Clinton was informed of problems at the travel office and asked questions but did little more. White House officials yesterday tried to play down the significance of the memorandum, saying that it dealt with events that stolen German Cook, 63, of Mesquite, Texas, the heirs and siblings of Lt. Joe Tom Meador, were charged in a grand jury indictment with trafficking in stolen property under the National Stolen Property Act. Also charged was John S.

Torigian, the Houston lawyer who represented Jack Meador and Cook in the transactions. The indictment accuses them of conspiring to sell two of the Quedlinburg treasures: the Samuhel Gospels, a spectacular gold, silver and jewel-encrusted had been fully investigated and that it added little to what is a already known. "We have always said that the first lady was concerned about financial mismanagement in the travel office and that she told people that they should look into it and if necessary deal with it," said Mark Fabiani, a White House spokesman. White House officials said the document was found last Friday in the stored files of Patsy Thomasson, an aide to Watkins. Yesterday afternoon, Whitewater independent counsel Kenneth Starr, who has also examined the events surrounding the travel office incident, criticized the White House for its failure to turn the memorandum over promptly to prosecutors.

The artworks were part of a group of medieval treasures, most of which were kept for nearly a thousand years in the Schatzkammer, or treasure chamber, of the Quedlinburg cathedral in central Germany.
